Occupational safety program

An occupational safety and health action plan is a legal document that helps a company to develop its working conditions in a planned way. It is mandatory for all employers and required by the Occupational Safety and Health Act (738/2002). The action plan is also an important document for, for example, health and safety inspections and insurance company assessments.

The action plan may also include a plan to achieve equality between women and men at the workplace (equality plan) and a plan to promote equality (equality plan). These plans are a legal requirement for employers with 30 or more employees on a regular basis.

An occupational safety and health programme is a planned and written document that describes how a company maintains and develops safe, healthy and functional working conditions. It defines the health and safety objectives of the workplace, the key measures to achieve them, responsibilities and timetables. It includes, among other things, information on working conditions, identified hazards and risks and how these are managed and prevented. It also describes the practices for monitoring workers' health and fitness for work and the forms of cooperation with occupational health and other human resources management.

The action plan also covers the induction, training and participation of employees in health and safety activities. It also guides the employer to prepare for exceptional situations, such as accidents or incidents. The content of the programme is always formulated according to the size of the workplace, the sector and the risks, and is regularly updated as working conditions or activities change. This ensures that health and safety activities are practical, timely and effective.
