Who is responsible for drawing up the emergency plan?
The emergency plan is drawn up in cooperation with:
- the owner of the building
- building owner
- the operator or tenant
Emergency planning is the responsibility of the owner of the building or site, who has control over the whole building. If the requirement to draw up an emergency plan also arises from the nature of the activity, the operator should draw up his own emergency plan to supplement the emergency plan for the building. It is the responsibility of the building owner to ensure that the emergency plans drawn up do not conflict with each other.
The emergency plan is in line with good safety management practice and should be considered even if the legal obligations to draw up a document are not met.
When is an emergency plan mandatory?
According to the Rescue Act and the Government Decree, a rescue plan is mandatory in the following areas:
- Residential buildings with at least 3 apartments
- Workplaces with more than 50 persons at the same time
- Shops and stores over 400 m²
- Restaurants with more than 50 seats
- Industrial and warehouse buildings (over 1500 m²)
- Kindergartens, schools, hospitals, accommodation
- Public meeting places (libraries, exhibition halls, theatres, sports halls, etc.)
