What are continuity and contingency plans?

Continuity and contingency plans are documents prepared by the organization that define measures and operating models for disruptive and exceptional situations. Their purpose is to ensure the continuity of the organization's operations, protect personnel and resources, and minimize the impact of disruptions.

The plans cover risk assessment, operational strategies, division of responsibilities, and cooperation with various authorities and stakeholders.
Terminology and plan content may vary depending on the type of organization:

  • Continuity plansare more commonly used in the private sector and in organizations other than government agencies.
  • Contingency plansare used particularly in public administration and government organizations, where they are subject to legal requirements.

In practice, both plans aim at the same goal—strengthening the organization's resilience—but the emphasis and terminology used may differ depending on the organization's industry and obligations.

 

CER Directive – EU requirements for critical operators' preparedness

The Critical Entities Resilience Directive (CER Directive) enacted by the European Union aims to improve the resilience of critical services in society. Based on the directive, a bill is currently being drafted in Finlandon the protection of critical infrastructure and improving resilience.

The law should include a process for identifying and defining critical operators, as well asobligations for critical operators to improve their resilience and their ability to provide essential services. The proposed law would havean impact on the public sector and businesses.

Identified critical operators should be required to ensure resilience, which would include measures and a relevant plan, such ascontinuity and contingency plans.

Based on the draft law, critical operators would be defined by July 17, 2026, at the latest.

The CER Directive requires, for example:

  • preventing deviations and identifying the risks associated with them
  • secure critical facilities and systems
  • develop crisis and continuity plans
  • taking care of personnel safety and training
  • be prepared for disruptions in supply chains

Organizations can utilize, for example,theinternational ISO 22301standardto meet the requirements of the directive.
